You were saying Plex defaults to Forced Subtitles automatically (when they're tagged correctly) if they're available which seems to be true. Plex still defaults to Forced Subtitles regardless of track order. Put the English (SRT) track I wanted Plex to default to first in the file's subtitle tracklist. So I edited and correctly tagged the subtitles with mkvtoolnix. Just make sure the track name says "Forced" or something so you don't forget which track is which later. So if you change the default subtitle and plex is still turning on the forced track over others, then I'd also use MKVToolNix to turn off the Forced Flag on that track.

Regardless of the track order or anything for embedded subtitles, it'll always turn on the Forced English track if I'm using English Audio. For example, EVERY movie and show I put on plex has at least one English audio track embedded in the file, but I store forced subtitle tracks alongside my videos where necessary (all my files are MP4's so plex won't read internal Forced flags). Generally, if you play something with English audio and there's a Forced English subtitle present, video players (not just plex but others too) will always select the Forced English track automatically. Plex may still pick the forced subtitles though. You could always use MKVToolNix to change which subtitle is the default.
